I'm interested in the "Dance Services" Key Role contracting now that the previous contract with Dance Aotearoa New Zealand failed to be renewed, and the High Court decision has been finalised.

- Will this key role go out for tender, and if so what is the timeline for that.
- What has been the impact to the dance sector since the loss of an advocate in this space.
- How has Creative New Zealand's contribution towards funding Dance changed, in comparission to other artforms since 2014.
- When is the next scheduled 'Dance Review'
- How has Creative New Zealand adovocated for the the appreciation and rights of dancers / choreographers since the 2018 Remuneration Report revealed they were one of the lowest paid arts practitioners.

to Creative New Zealand’s support for information related to the Dance
Services' Key Role. Your request has been addressed under the provisions
of the Official Information Act 1982, which is based on the concept that
information held by government agencies should be made available on
request unless there is good reason for withholding it.  Please find our
responses to your questions below.

 

 1. Will this key role go out for tender, and if so what is the timeline
for that?

 

Key roles no longer exist. The Investment Strategy Te Ara Whakamua
2018-2023, which was developed in 2018,  shifted the focus of the Arts
Council’s funding decisions away from preferential status for
organisations holding defined ‘key roles’ in the arts infrastructure.
Instead, funding decisions are based on organisations  alignment with the
Investment Strategy and Creative New Zealand’s strategic outcomes.

 

 2. What has been the impact to the dance sector since the loss of an
advocate in this space?

 

Activities are being provided effectively by other sector organisations
and there is no identified impact to the dance sector. Whilst DANZ no
longer receives Creative New Zealand Investment Programme funding, the
organisation has continued to provide information for the sector on its
website.  

 3. How has Creative New Zealand's contribution towards funding Dance
changed, in comparison to other artforms since 2014?

 

The distribution of funding by artform is available in our annual reports
on the Creative New Zealand website at [1]Corporate documents | Creative

 4. When is the next scheduled 'Dance Review'?

 

There is no scheduled dates for repeating previously undertaken artform
reviews.

 

 5. How has Creative New Zealand advocated for the appreciation and rights
of dancers / choreographers since the 2018 Remuneration Report
revealed they were one of the lowest paid arts practitioners?

 

Creative New Zealand is taking a pan-artform approach to addressing low
rates of remuneration in the arts sector.

 

Following the release of the research report [2]A Profile of Creative
Professionals 2019, in August 2019, Creative New Zealand released the
discussion document [3]Sustainable Careers for Artists and Arts
Practitioners—Umanga Toitû mô ngâ Ringa Rehe Toi, me ngâ Tohunga Toi (the
discussion document). This discussion document continued the conversation
about what the research findings meant. It also explored how Creative New
Zealand could work with government (central and local), the arts sector
and other stakeholders (including funders) to advance more sustainable
careers for artists and arts practitioners in Aotearoa New Zealand. In the
discussion document, we asked creative professionals questions around six
proposed principles that, if embedded, could improve the sustainability of
creative careers. Overall support was expressed for the principles and a
clear indication given that it was no longer sustainable for the sector to
continue working in the way it has and that things needed to change. The
[4]summary of the consultation report was published in October 2020
(publication was delayed due to the COVID-19 pandemic).

 

In October 2020, Creative New Zealand committed to developing a
remuneration policy to establish best-practice principles for those
working in the arts (to complement our existing fair pay guidelines for
grants). This work is underway with a [5]consultation document published
in July 2021. Creative New Zealand expects to report back on this work by
end 2021.
