DHB Treatment Protocols

Michael Vaughan made this Official Information request to Ministry of Health

This request has an unknown status. We're waiting for Michael Vaughan to read recent responses and update the status.

From: Michael Vaughan

Dear Ministry of Health,

1) What is the Covid-19 treatment protocol for hospitalised cases?
2) Are some DHB's following different treatment protocols from others?
3) Are DHB's free to make decisions about treatments for individuals with Covid-19?
4) To what extent are patients able to participate in decision-making about their treatment programmes?
5) If a patient requests a blood test for Vitamin D and/or the administration of high dosage Vitamin C, are hospital staff able to provide these?
6) Do hospital staff have the right to refuse a patient's request and, if so, is there a process for a patient to appeal the decision?

Yours faithfully,

Michael Vaughan

Kia ora Michael,

Thank you for your request for official information regarding DHB
Treatment Protocols, which was transferred to Hutt Valley and Capital &
Coast District Health Boards (2DHB) from the Ministry of Health on 20
September 2021.

Your request has been received and logged. Due to our two DHBs sharing
information, staff, many services, and a single Chief Executive, you will
receive a joint 2DHB response to your request. Please be assured that
separate data sets will apply to each DHB in our joint response.

As required under the OIA, we will respond to your request within 20
working days. You should therefore receive a response on or before 18
October 2021.

If a large amount of information has been requested or if 2DHB needs to
consult in order to make a decision, we may need to extend this date (this
is provided for in section 15A of the Act). We will advise you if such an
extension is necessary.

If you have any queries, please feel free to contact 2DHB by return email
or by emailing us at [email address] or
[email address]. If any additional factors come to light
which are relevant to your request, please do not hesitate to contact us
so that these can be taken into account.

You have the right to seek an investigation and review by the Ombudsman.
Information about how to make a complaint is available at
www.ombudsman.parliament.nz or free phone 0800 802 602.

Dear Michael,

Please accept this as an acknowledgement of your Official Information Act
request below, as transferred to us from the Ministry of Health. I will
have a response to you on or before 29 October 2021.

1) What is the Covid-19 treatment protocol for hospitalised cases?

2) Are some DHB's following different treatment protocols from others?

3) Are DHB's free to make decisions about treatments for individuals with
Covid-19?

4) To what extent are patients able to participate in decision-making
about their treatment programmes?

5) If a patient requests a blood test for Vitamin D and/or the
administration of high dosage Vitamin C, are hospital staff able to
provide these?

6) Do hospital staff have the right to refuse a patient's request and, if
so, is there a process for a patient to appeal the decision?”

Southern DHB, like other agencies across the state sector, supports the
open disclosure of information to assist the public’s understanding of how
we are delivering publicly-funded healthcare. This includes the proactive
publication of anonymised Official Information Act responses on our
website from 10 working days after they have been released. If you believe
that there are any special reasons why proactive disclosure should not
apply to our response to you, we will be happy to consider this.

Hi Michael

Thank you for your Official Information Act request, received yesterday by
way of transfer from the MoH.

We are working on a response for you, which will be sent as soon as
practical and within the 20 working day timeframe as per the Ombudsman's
Guidance, by 29 October 2021.  We will contact you if we have any queries
with the request or need to extend the timeframe for your response. In
those cases, we will advise why the extension is necessary, and indicate
when the response will be ready.

Please note that, like all DHBs across New Zealand, Counties Manukau DHB
has begun a process of proactive disclosure, which means OIA responses
will be publicly available via our website around 10 days after they have
been released.  Our response will advise if we intend to publish the
response, (with personal information removed) and related documents on the
CMDHB website. If you advise us of special reasons why proactive
disclosure should not apply to your response, we will consider this.

Kind regards

Dear Shan Tapsell,

Thank you for you response.

Regarding your response to my Question 5, I appreciate that it depends upon the nature of the request and the patient's symptoms etc. Specifically, if a patient has Covid-19 and requests a Vitamin D test and/or supplementation, would this request be considered reasonable? Would a request for high-dosage Vitamin C be granted? As you know, there is plenty of evidence that both play an important role in the immune system. Would a request for other helpful treatments be granted, such as supplementation with zinc and a zinc ionophore? The reason for my question is that I would like to know the extent to which a patient's treatment is a 'partnership' rather than a patient being told what treatment will be given. Are patients informed about other medications, e.g. anti-viral drugs, steroids etc and given some say in the final combination of treatments applied?

Regarding your response to my question 6, who would be giving this second opinion and is there a complaints or appeal process if the patient is not happy with this second opinion?

Thank you.

Yours sincerely,

Michael Vaughan
