Wainui Road - pedestrian refuges - what consideration has been made for people on bicycles in the risk assessment and planning stages

Dear Hutt City Council,

Pedestrain refuges and kerb extensions are currently being installed on Wainui Road outside the school and opposite no. 15. These significantly reduce the lane width to single vehicle and create a major hazard and pinch point for people on bicycles. NZTA specifically advise against creation of these dangerous pinch ponts: NZTA’s Pedestrian Planning and Design Guide (Page 15-9) both recommend a lane width of at least 4.2-4.5m, so a person on a bike can be safely overtaken by someone in a car who just can’t hold back.

In this location this is being breached and creating a significant hazard. Therefore I request an urgent review of these installations currently under construction and specifically:
1. What risk assessment process, and results, have been made to ensure that risk is not increased, but reduced, for people on bicycles?
2. Why was cycle bypass behind the kerb extension not considered?
3. Were the cycle advocacy or reference groups consulted?
4. Where can the full design and risk assessment of the current construction be obtained?

As you can appreciate this matter requires urgent attention as it appears deficient in design, and lacks consideration of increased risk for vulnerable road users.
