We refer to your official information request dated 25 February 2021 for
information regarding success criteria for Knights Road Connection
Project.
In response to your enquiry about what determines success and/or failure
in regards to the viability of the Knights Road Connection Project, we
offer the following information.
As part of our communication on this project we have articulated a number
of outcomes we would like to see as a result of the trial and also defined
our measures of success. Please find the relevant pieces of that
communication below;
What does success look like?
The measurable outcomes we want to see along Knights Road as a result of
this trial are increased use of public and active transport, improved
perceptions of safety, attractiveness and walkability, and reduced private
vehicle traffic.
• The perception of the safety and attractiveness of
active modes along Knights Rd has improved
• The perception of safety outside of Waterloo Station
has improved
• Vehicles are moving more slowly, especially at the
corner where Oxford Terrace becomes Knights Rd
• More people are using active modes of transport down
Knights Rd, particularly to get to the schools and businesses
• More people are walking
• This change in active transport is in new people
using these modes, and existing people using these modes more often
These changes have not come at the cost of significantly reducing the
functionality and safety of the road for current uses.
e.g.
• largely increased journey times down Knights Rd
• untenable turning movements in and out of side roads
• untenable meetings in and out of driveways
• Buses are still able to work efficiently
• Rubbish and recycling collection is still able to
take place
What are the measures of success?
Quantitatively:
• There are more people walking, cycling and scootering
along Knights Rd
• There are more bikes and more scooters parked at
school, business and public transport facilities during the day
• A higher number of students are using active modes to
get at least some of the way to school sometimes or more often
Qualitatively:
• Residents, school children, parents and road users
see the trials as having improved safety and the user experience, and want
to keep the layout, or amend it to a new version. We can measure this
through polls and surveys, facebook comments, face-to-face comments and
changes to walking audit scores of the road.
As this trial is over a relatively short section of Knights Road and does
not have the connectivity we would normally require, we have tailored our
performance measures accordingly. There are important qualitative measures
and the quantitative measures are not defined as the trial feedback will
be a major influence on what happens next.
One of the benefits of this type of trial is that it can be adapted based
on user experience before any permanent changes are made.
