    Dear Hutt City Council,
At an open Council briefing on the RiverLink project on 27 January officers indicated their intention to request an additional $9.8M in funding for the RiverLink project (bringing the total to be sought to $111M from a current budget of $50-60M) but noted that this would be offset by $6.5M in capital subsidies from Waka Kotahi.
Can you please confirm;
1) The total confirmed funding for the RiverLink project in Hutt City Council's 2020-21 Annual Plan.
2) What the $6.5M of capital subsidies from Waka Kotahi is tagged for (i.e. will be required to be spent on) and;
3) Whether receiving the $6.5M of capital subsidies from Waka Kotahi is contingent on HCC approving the latest budget increase request of $9.8M.
Additionally, for many years reporting to this Council noted that a new Bus Interchange and Connections remained an unfunded part of the project. Can you please confirm whether this will now be a funded part of the project with a full budget now being requested.
Can you please also confirm which of the partner agencies is taking the lead on the Bus Interchange element of the project.

Thanks for this response. When I asked for RiverLink funding in the 2020-21 AP this was intentional, can I please be given a response to this.

On 2 March you asked: Can you also specifically answer the question as to

 In other words a) yes it is contingent or b) no it is not contingent.
 
This is important as the current response does not directly answer the
 question.
 
Response: the capital subsidies relate to HCC transport components of the
 RiverLink project, which include improvements to the roading network and
 the new pedestrian bridge.
 
The cost for the pedestrian bridge has increased meaning that the
 allocation in the original RiverLink budget was not sufficient to cover
 the cost of the pedestrian bridge. A portion of the budget increase for
 RiverLink is associated with the pedestrian bridge.
 
Therefore, the portion of capital subsidies as it relates to the
 pedestrian bridge is contingent on an increase in budget which will enable
 to construction of the pedestrian bridge.
