The Cross Valley Connections Programme Business Case notes that the Petone Community is considered to be a key stakeholder. At Programme Business Case Workshop One the Petone Community was represented by (then Deputy Mayor) Bassett. Can the Council please answer/address the following enquiries;

1) Were any elected members representing the Petone Community (e.g. either of the two Harbour Ward Crs of any of the Petone Community Board members) asked if they would like to represent the Petone Community at these workshops? If yes, please identify which members were approached. If no, please identify why such an approach was not made.

2) Was the Petone Community represented at Programme Business Case Two? If yes, please identify who represented the Petone Community at this workshop and provide a record of their input. If no, please explain why no representative was present.

3) Can I also please be provided with a record of Cr Bassett's input at Programme Business Case Workshop One.

Hi Matt,

 

In response to your request for information relating to the Cross Valley
Connections project, I provide the following comments.

 

1)      As the Programme Business Case phase is still at a reasonably high
level in recommending the appropriate programmes of work to achieve the
investment objectives, and that the project is relevant to a large
proportion of Hutt City, it was not deemed necessary to include specific
representation from Petone. The elected members were represented by the
then Deputy Mayor, David Bassett, who had also participated in the earlier
formulation of the Strategic Business Case. He, along with officers from
HCC, GWRC and Waka Kotahi, were able to represent the relevant
communities, including Petone, for the level of detail required at this
stage.

However, the next phase of the business case process will be dealing with
issues and options in more detail and representation from relevant
communities, including Petone, will likely be required.

 

2)      As per my response to 1) above, it was not deemed necessary to
have specific Petone Community representation as the project team included
representatives with sufficient knowledge of the relevant communities for
the level of detail required at this stage.

 

3)      No specific record was kept of individual contributions at the
workshops.

I note that in the business case document the 'Petone Community' is explicitly listed as a key stakeholder which was 'Represented at PBC Workshop One by David Bassett'.
This contradicts with the statement that 'it was not deemed necessary to include specific
representation from Petone' which is communicated above. Is the business case wrong in this respect?

To give you further context to the answer given above. Deputy Mayor David
Bassett was able to represent the Petone Community adequately at Workshop
One because of the relatively high level of detail required at the
Programme Business Case stage. When we said that 'it was not deemed
necessary to include specific representation from Petone" we meant that
neither of the Harbour Ward Crs or any of the Petone Community Board
members were in attendance.
