The Johnsonville Community Association is very interested in providing a submission to the WCC Spatial Plan public consultation. It understands that a lot of analysis has been completed to support the proposed changes under the Spatial Plan and it seeks access to this information to inform a possible submission to it.

On behalf of the Johnsonville Community Association, the following information related to the proposed Wellington City Spatial Plan is requested:

1) The WCC criteria for determining the size of "a walkable catchment" as outlined under Policy 3 (c) of the National Policy Statement on Urban Development 2020

2) The WCC criteria for determining is a public transport stop is a "rapid transit stop" as outlined under Policy 3 (c)(i) of the National Policy Statement on Urban Development 2020

3) The WCC criteria for what areas are a "metropolitan centre zone" as outlined under Policy 3 (c)(iii) of the National Policy Statement on Urban Development 2020

4) Each location in Wellington City that is "in city centre zones" as defined by Policy 3 (a) of the National Policy Statement on Urban Development 2020 as well as the building heights and densities required by Policy 3.

5) Each location in Wellington City that is "in metropolitan centre zones" as defined by Policy 3 (b) of the National Policy Statement on Urban Development 2020 as well as the building heights and densities required by Policy 3.

6) Each location in Wellington City that is "within at least a walkable catchment of"..."existing and planned rapid transit stops" as defined by Policy 3 (c)(i) of the National Policy Statement on Urban Development 2020 as well as the building heights and densities required by Policy 3. The evidence used to support the extent of the walkable catchment for each location is also requested.

7) Each location in Wellington City that is "within at least a walkable catchment of"..."the edge of city centre zones" as defined by Policy 3 (c)(ii) of the National Policy Statement on Urban Development 2020 as well as the building heights and densities required by Policy 3. The evidence used to support the extent of the walkable catchment for each location is also requested.

8) Each location in Wellington City that is "within at least a walkable catchment of"..."the edge of metropolitan centre zones" as defined by Policy 3 (c)(iii) of the National Policy Statement on Urban Development 2020 as well as the building heights and densities required by Policy 3. The evidence used to support the extent of the walkable catchment for each location is also requested.

9) Each location in Wellington City that is under "all other locations in the tier 1 urban environment" as defined by Policy 3 (d) of the National Policy Statement on Urban Development 2020 as well as the building heights and densities required by Policy 3.

10) Each location in Wellington City that the WCC considers that it is necessary to modify the building height or densities in order to provide for a qualifying matter under Policy 4 of the National Policy Statement on Urban Development 2020 including, for each location:
* the qualifying matter including a copy of the evaluation report prepared under section 32 of the Act in relation to the proposed amendment
* the alternative building heights and densities proposed.

11) The Housing demand assessment for each location in Wellington City including:
* the current number of each dwelling type
* the short term, medium term and long term demand for additional housing including by dwelling type

12) The housing development capacity for each location in Wellington City that is plan-enabled including:
* whether the location is plan-enabled; plan-enabled and infrastructure-ready; or plan-enabled and infrastructure-ready and reasonably expected to be realised
* the development capacity quantified as numbers of dwellings of different types in the short, medium and long-term
* that the WCC is satisfied there is adequate existing development infrastructure
* if there is not adequate existing development infrastructure, identify what the infrastructure deficiencies are and confirm that the WCC is satisfied the additional infrastructure to service development capacity is likely to be available.
If this information is held in electronic form, then it is preferred that it is provided in its complete and original electronic format.

13) The criteria used to specify why Tawa railway station is to have 10 minute walkable catchments while Lindon Railway Station and the Johnsonville Line railway stations are to have 5 minute walkable catchments along with the evidence to support the application of this criteria.

14) The specification for the walkable catchment for the Johnsonville metropolitan centre zone, the criteria used to specify this catchment area and the evidence used to support the application of this criteria.

15) The specification for the walkable catchment for the Kilbernie metropolitan centre zone, the criteria used to specify this catchment area and the evidence used to support the application of this criteria.

16) The criteria for specifying the walkable catchment for Medium density housing (type 3): 3-4 storey small apartment housing adjacent to suburban centres.

The JCA is happy to assist in clarifying any issue the WCC may have in providing this information.

The JCA would also prefer that the information that is already publically available be provided promptly so that it can be reviewed by JCA members rather than waiting until all the information is collated.

This response references the substantive WCC response to the JCA of 18th September 2020 (https://fyi.org.nz/request/13552-jca-req... ).

The information requested by the JCA is based on the requirements of the NPS-UD 2020 that certain location specific information must be made available to the public, in particular, under section 13.31(3).

The JCA also highlights that the location specific information is particularly important in areas such as Johnsonville, which have multiple locations with multiple NPS-UD rules being applied yet the WCC has only provided information, such as walking catchment, for the combined area. It is difficult to submit or even understand the application of specific NPS-UD rules to Johnsonville without being provided with the location specific information that was requested. For example, it is not possible to identify areas within the walking catchment from Johnsonville Station from areas within the walking catchment of the Johnsonville Town Centre or from the Raroa Station walking catchment.

It is also noted that building density information for each location has yet to be provided.

The following list outlines requested location by location specific information yet to be provided by the WCC:

14) The specification for the walkable catchment for the Johnsonville metropolitan centre zone, the criteria used to specify this catchment area and the evidence used to support the application of this criteria.
14a) The WCC have determined under the previous District Plan that the extent of the 10 minute walking catchment for Johnsonville as being the Johnsonville Medium Density Residential Area. The Spatial Plan has proposed a much larger extent to be walkable. The area proposed by the Spatial Plan as the walkable catchment for the Johnsonville metropolitian centre zone is different from both the MDRA and the walking catchment from Johnsonville Station. The area of this catchment area is yet to be provided.
14b) The criteria applied by the Spatial Plan to determine the walkable catchment for the Johnsonville metropolitian centre zone is different from both the MDRA and the walking catchment from Johnsonville Station. The criteria used to specify this catchment area and the evidence used to support application of this criteria are yet to be provided.

15) The specification for the walkable catchment for the Kilbirnie metropolitan centre zone, the criteria used to specify this catchment area and the evidence used to support the application of this criteria.
15a) Although the WCC claims it has applied the same walking catchment criteria used for Johnsonville also to Kilbirnie, the walking catchment area for Kilbirnie was requested and is yet to be provided by the WCC.
15b) As noted in 8a), the NPS-UD Impact area for Kilbirnie is also not on the WCC on-line Spatial Plan map even though this area is impacted.

16) The criteria for specifying the walkable catchment for Medium density housing (type 3): 3-4 storey small apartment housing adjacent to suburban centres.
16a) While the WCC notes that “The Type 3 housing typology was not based solely on a walkable catchment basis”, the walkable catchment information that was used was requested and is yet to be provided by the WCC.
16b) As noted in 9(a), the NPS-UD Impact area is also not provided on the WCC on-line Spatial Plan map even though these areas are impacted.

The Johnsonville Community Association (JCA) reply of 2 November via FYI to the WCC substantive response of 18th September 2020 is NOT a new information request. The JCA reply outlines, in detail, which information previously requested in our OIA Request of 19th August 2020 (WCC Reference IRO-10409) that is yet to be provided by the WCC.

Can the WCC please confirm this that the communication of 2nd November is not a new information request ?

On 3rd November, the JCA replied to the WCC response that claimed the JCA reply of 2nd Novmber 2020 was new LGOIMA Request. This JCA reply on the 3rd of November 2020 asked the WCC:
"Can the WCC please confirm that the communication of 2nd November is not a new information request ?"

Can the WCC please confirm when it will answer the question on the status of the JCA 2nd November 2020 communication ?

c) If the document was sent as an email attachment, a copy of the email to which the document was attached
d) The recipient(s) of the document within the WCC for document 1, 6, 14 and 15.
e) Where information has been withheld in a document, for each redaction, the grounds of LGOIMA under which the WCC has chosen to withhold information

I note that the provided information does not include any correspondence, workshops or meetings with the Ministry of the Environment or any other central government agency. As any and all correspondence, workshops or meetings with the Ministry of the Environment or any other central government agency that includes reference to Rapid Transit and/or Rapid Transit Stations is within the scope of this information request, can the WCC please confirm if it holds any such information ?
