I am currently completing a paper for Charles Sturt University on the February 2011 earthquake and request that you providing:
- Any emergency response plans and procedures that Christchurch City Council had in place at the time of the Earthquake, or
- Confirmation that there were in fact, no formal written plans created for the Christchurch City Council District at the time.

We are handling your request under the Local Government Official
Information and Meetings Act 1987 (LGOIMA). Your request has been
forwarded to the appropriate Christchurch City Council staff, and we will

Please note that the Covid-19 restrictions mean that the Council will be
concentrating on the provision of essential services (such as maintaining
the water and waste networks and transport). The provision of information

Thank you for your email on 5 April 2020.
Please find the following information in relation to your request.
Christchurch City Council is part of the ‘Canterbury Civil Defence
Emergency Management (CDEM) Group’. The Canterbury CDEM Group, and its
member local authorities (of which Christchurch City Council is one),
emergency services, local branches of government agencies, lifeline
utilities, non-government organisations, and community groups, is the
primary means of delivering CDEM to communities within Canterbury. The
CDEM arrangements for the hazards and risks specific to a community are
addressed within the respective CDEM Group Plans and other local authority
plans. These plans need to align with the national CDEM plan and other
national arrangements (and so it is worth having an understanding of these
as well).
At the time of the February 2011 earthquake, the following key national
plans were in place. Please note that these have since been superseded by
later versions and amendments. I have provided links to the current
versions:
· [1]Civil Defence Emergency Management Act 2002
· [2]National Civil Defence Emergency Management Plan Order 2015
(note that an older version was in place at the time of the Feb 2011
earthquake)
· [3]National Disaster Resilience Strategy (note that an older
2007 version was in place at the time of the Feb 2011 earthquake)
For the copies of the above as at February 2011, please contact the

At the time of the February 2011 earthquake, the following key regional
plan (for Canterbury) was in place:

Canterbury (Regional Council).
Riki, it has become necessary to further consult with staff. However, the
