      This is unacceptable, you should complain to the Ombudsman.
Police refused your request in June, saying it would be publicly available "soon". Clearly the delay since then has been unacceptable, but Police cannot have made that decision without having already decided to release the information. The Official Information Act contains no provision that lets them change their mind, and later decide that the information will be withheld.

This lengthy delay is clearly not reasonable, I recommend that you complain to the Ombudsman.
The guideline on refusing requests under section 18(d) because the requested information will be publicly available soon gives a guide that:
"As a general rule of thumb, release more than 8 weeks after the refusal is unlikely to be considered ‘soon’."
In this case, despite a 36 working day extension, tomorrow Police will have taken 19 weeks to release the information they said would be publicly available "soon". And they say it will still not be ready for release for another week or two.
