How is CCDHB pro equity?

Dear Capital and Coast District Health Board,
When you advertise job positions you state the following:
CCDHB is a pro-equity Health Organisation, with a particular focus on Māori and Pacific Peoples.
I'd like you to explain the process you follow to ensure your job interviewers are observing & following that policy (or regulation).
What does "...a pro-equity Health Organisation with a particular focus on Māori..." mean? Does competence and experience matter as well? If your interviewers interview a person with experience, qualifications and ability but he happens to be Maori (which, in an ideal situation, should be irrelevant) why would applicants that are incompetent, without experience and not Maori succeed in the interview and be offered the role?
Given the policy/rule is in place, can you explain how you ensure Maori are being fairly considered when we apply for roles with the ccdhb?

Request for how Capital & Coast District Health Board (CCDHB) is
pro-equity
I refer to your request dated 25 February 2020. You requested that CCDHB
provide:
1. an explanation of the process CCDHB follows to ensure job
interviewers are observing and following the statement you say was
included in a job advertisement, that ‘CCDHB is a pro-equity Health
Organisation, with a particular focus on Mâori and Pacific Peoples’;
2. a definition of the statement, ‘a pro-equity Health Organisation
with a particular focus on Mâori’;
3. an answer to the question, ‘[d]oes competence and experience
matter as well?’;
4. an answer to the question, ‘[i]f your interviewers interview a
person with experience, qualifications and ability but he happens to be
Mâori (which, in an ideal situation, should be irrelevant) why would
applicants that are incompetent, without experience and not Mâori succeed
in the interview and be offered the role?’;
5. an explanation of how CCDHB ensures Mâori are being fairly
considered when they apply for roles at CCDHB.
Unfortunately, the phrasing of aspects 1, 3, 4 and 5 of your request
outlined above is such that official information of due peculiarity is not
being sought; instead explanations and answers to questions are being
requested. We therefore may have to refuse your request under section
18(g) of the Official Information Act 1982 (OIA) because the information
is not held. The OIA only applies to information already held by CCDHB,
and there is no obligation on CCDHB to create information in order to
respond to a request.
Before responding to your request, we wanted to check whether we have
correctly understood your request outlined above, and whether you would
like to clarify your request to specify the official information that you
are seeking. For example, we are aware that you have already recently
received CCDHB’s Recruitment Guidelines document; you could therefore ask
for supplementary policies to that document such as CCDHB’s Equal
Employment Opportunities or Recruitment and Selection policies.
Please be advised that your request for information is on hold until we
receive the above clarification. If we receive a clarification from you or
an amendment to the scope of your request, the 20-working-day timeframe by
which you can expect a response will start afresh.

Slightly connected to the response: I am aware that this is the third information request you have made this year, and I think it would be helpful if you were able to talk to a Capital & Coast District Health Board staff member directly regarding any dissatisfaction or concerns you have regarding your specific situation leading up to the information requests. I do not want to outline any specifics of your situation, as I am aware you are using a public email address, but I believe the avenues of communication between you and the core staff members could be opened up more directly with regard to your specific case.
