Management of the Dec 2019 Whakaari/White Island Eruption Response

New Zealand’s Coordinated Incident Management System (CIMS) is a framework of consistent principles, structures, functions, processes and terminology for emergency services and agencies to manage multi-agency responses to emergencies, disasters and other events.

It has been developed in consultation with all NZ emergency services and all services (including NZ Police) have endorsed the system.

The Government requires all services to apply and use CIMS in multi-agency responses (refer advice from DPMC and in the Forward to CIMS manual). Under the provisions of the Official Information Act I request the following information from NZ Police with respect to Whakaari/White Island eruption on 9th December 2019:

1. With respect to the definition in CIMS, was NZ Police the “Lead Agency” for the response to the disaster?

Note: CIMS defines the Lead Agency as “The agency with the primary mandate for managing the response to an emergency”.

2. Confirmation that NZ Police implemented the NZ CIMS (currently Version 2) in the management of this disaster as required by Government?

3. The names of the other services, agencies and organisations who were appointed into positions within the Incident Management Team (IMT) as prescribed by CIMS until demobilisation was completed.

4. The total number of formal/written Incident Action Plans (IAPs) as prescribed by CIMS that were signed off by the Incident Controller (IC) for the period of the response?

5. Copies of each of the IAPs for the first 5 days of the Whakaari/White Island response.

I refer to your Official Information Act request of 21 January 2020 for
information relating to Whaakari/White Island eruption of 9 December 2019.

I am advised that Police requires an extension of time in which to respond
to your request, pursuant to section 15A(1) of the Official Information
Act 1982, because the request involves a large amount of information and
necessitates consultations such that a proper response to the request
cannot reasonably be made within the original time limit.

Police require until 19 May 2020 to provide a substantive response to your
request.

You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.

We are writing in response to your request to New Zealand Police on 21
January 2020 which was transferred to Bay of Plenty Regional Council on 17
February 2020 and your other request to Whakatâne District Council on 23
February 2020. The requests are in relation to the Whakaari eruption and
the application of CIMS in the response.

Both Councils’ have liaised to formulate a joint response to your request
as follows:

 

1.       Confirmation that Whakatâne DC was Lead Agency for Whakaari/White
Island and that your organisation controlled and coordinated the response
of all agencies involved in the response to the eruption and the
associated SAR operation.

The Bay of Plenty Civil Defence Emergency Management Group was the lead
agency for the Whakaari/ White Island Eruption. The response was
controlled by the Bay of Plenty CDEM Group Controller, this involved
coordinating with New Zealand Police who lead the rescue and recovery part
of the response. The local Emergency Operations Centre at Whakatâne
District Council was activated to support the response.

 

2.       Confirmation that Whakatâne DC/the lead agency implemented the NZ
CIMS (currently Ver 2) in the management of this disaster as Lead Agency
and as required by Government?

I can confirm that the Coordinated Incident Management System was
implemented to coordinate the response.

 

3.       The names of the other services, agencies and organisations who
participated in the response under lead agency control and coordination?

As clarified above the lead agency for this response was the Bay of Plenty
CDEM Group. The other services and Agencies who participated in the
response were:

·         New Zealand Police

·         Fire and Emergency New Zealand

·         St John

·         New Zealand Defence Force

·         GNS Science

·         Ministry of Foreign Affairs and Trade

·         Ministry of Primary Industries

·         Ministry of Social Development

·         Ministry of Health

·         Bay of Plenty District Health Board

·         Te Puni Kôkiri

·         Coastguard

·         Bay of Plenty Regional Council

·         Whakatâne District Council

·         Tourism Bay of Plenty

·         Campbell Squared

·         Waikato Emergency Management Group

·         National Emergency Management Agency

 

 

4.       The functional positions appointed to the Incident Management
Team (IMT) and the agency who filled the position for the period of the
response?

This information is detailed in the incident action plans referenced
below. For the Local Emergency Operations Centre, the main roles were
predominantly filled by Whakatâne District Council Staff and were:

Controller, Response Manager, Recovery Manager, Public Information
Manager, Operations Manager, Logistics Manager, Welfare manager, Planning
Manager, Intelligence Manager, Iwi liaison.

For the Group Emergency Coordination Centre the main roles were filled by
Emergency Management Bay of Plenty and Bay of Plenty Regional Council
Staff and were:

Group Controller, Response Manager, Recovery Manager, Public Information
Manager, Operations Manager, Logistics Manager, Welfare manager, Planning
Manager, Intelligence Manager, Iwi liaison

New Zealand Police as the lead for the rescue operation, New Zealand
Defence Force and GNS Science were also involved in the Incident
Management Team providing specialists input.

 

5.       For the period of the response, the total number of
formal/written Incident Action Plans (IAPs) that were prepared by the IMT
and signed off the Incident Controller (IC)?

There were six action plans prepared and signed off by the Local and Group
