Dear Ministry of Education,
The supplementary analysis prepared by Dr Andrea Schollmann, Deputy Secretary, Education System Policy, Ministry of Education (Ministry) to the Regulatory Impact Assessment in relation to the Education and Training Bill (Bill) dated 27 November 2019, "Supplementary Analysis - Making religious instruction opt-in" contains a statement at section 2.1 that the Ministry believes the religious instruction provisions in the Bill are consistent in principle with the New Zealand Bill of Rights Act 1990.
Please provide all information on which this belief is based including any memos, reports, consultation, correspondence and any other information.
This information is sought in relation to preparing a submission on the Bill. As submissions on the Bill are due in approximately four weeks, please provide this information urgently.
