Dear New Zealand Transport Agency,

This request seeks to establish if there is a relationship between experience and familiarity with New Zealand driving conditions and driving styles, and the potential for drivers to cause or be involved in a serious accident. Population inflow over the last decade has increased rapidly, adding (by my estimate) another 200,000 potential drivers over and above natural increases. Many will have habits from other regions that could predispose them to misjudge situations - the most obvious being driving on the right, but that is an example only.
A review of accident data would need extract just two bits; the nationality of the driver (and/or other liable persons), and their time spent in NZ.
It is possible - even likely? - this data-set already exists, as it would be an obvious consideration for the Road to Zero working group. However as it is not listed in the final published strategy I am concerned that this important aspect may have been minimised or overlooked.
Be assured this is not so that an angle of criticism be found for the strategy which appears to be thorough and well considered. But if this type of driver is over-represented it would be vital that they be one focus area, or the road to zero would logically be less likely to succeed, and other work reduced in its effect or even wasted.
All that would be required for this to get some oxygen is for the data to show the problem - (or not).

Dear Official Correspondence,

Thanks for the reply. If I am reading it correctly, then basically the information I am asking for is precisely the information that’s not collected or recorded.
This being the case, it’s a dead end. Obviously you can’t provide information you have not collected.
I do have a related inquiry - to whit, why are the relevant details of non-resident drivers found liable for serious/fatal accidents not collected? This information is surely material to every aspect of the resulting investigations and possibly litigation - as well as having clear relevance to the cause, and possible options to reduce future reoccurrences.
Given the relevance, to hear this information is not recorded is to my mind indefensible. So - how come? Clearly there must be a reason - or the government is failing in its duty to provide natural justice, by enabling liable persons to avoid the consequences of their actions.

Apologies for the slow response. I have been on holiday and out of internet range.
