I refer to your email of 11 December 2019 regarding the charging for
parking meter receipts and the 20 cents vs 50 cents variation in price if
paying by cash or credit card.

 

It is not mandatory to obtain a receipt when using the parking machines.
If a receipt is required, you may choose an email receipt which is free of
charge. A 20c fee is only applicable to the SMS (text) receipt option.  As
a ‘user pays’ system, if you choose the SMS receipt option you are
considered to also accept the associated fee which covers the provision of
the technology and the SMS transmission. Users are alerted to the 20c fee
during the receipt option selection phase (see below image) and this can
also be seen in the on screen total. Users are able to opt out of the
receipt option at any point up until final confirmation of payment, by
cancelling the transaction.

The additional 50c transaction fee is attracted only when using a credit
or debit card and covers the cost of providing the card reader technology,
the integration of the technology and on-going maintenance of the card
reader technology, as well as a bank transaction fee. Using coins does not
attract any additional fees other than if the abovementioned SMS receipt
option is chosen.

 

Should you have any further questions in relation to the parking system I
would like to draw your attention to Council’s website which contains a
number of articles about the establishment of the parking system along
with some FAQ’s. Alternatively, Council staff are more than happy to meet
with you in person at any point and assist you with any further questions
that you may have around the use of the parking machines and/or system.

 

You have the right to seek an investigation and review by the Ombudsman of
this decision. Complaints can be sent by email to

The testing for the new machines was conducted in-house with the meter
provider, in-house with a cross section of Council staff and through a
pilot program with 8 meters initially deployed on the street before the
primary program was finalised.  A number of small modifications have been
made to the program and screen layouts since the main rollout primarily in
response to feedback from the public via the Council call centre and from
evaluation of common user comments via the meter help line.

 

While no external groups were directly approached, it is noted that
similar technology is widely used throughout Europe whose customer base
also naturally includes persons with various forms of impairment. In
addition, as previously mentioned, there is also a reasonable expectation
that users of the parking system would typically be considered suitable to
hold a current driver’s license thereby enabling them to legally drive the
vehicle being parked.

 

If you represent one such group and have constructive feedback to offer
then we invite you to make formal contact via the Council call centre to
present your ideas.  Bearing in mind, however, that Council works within
the limitations of the technology itself.
