Dear Sir,

 

I refer to your email dated 27 September 2013.  The role of a community
board is defined in the Local Government Act 2002, sections 49 – 54. 
Those sections also refer to schedule 7 of that Act.  I am unable to
provide you with a hardcopy of the Act.  It is a large and expensive
document.  However the legislation can be viewed online at
[1]www.legislation.govt.nz.  With regard to your enquiry about “rules of
meeting” a copy of the Far North District Council’s standing orders is
attached.

Dear Robert Manuel,

Thank you for your reply to my request regarding documents that describe the role, in full or in part, of community boards. I have questions about the completeness of your reply.

1. I notice that the meeting rules document states that it was adopted by council. Can you tell me when the Kaikohe-Hokianga Community Board adopted the standing orders that you sent me?
2. Can you confirm for me that the legislation and the standing rules are the only documents that the council refers to that describes the role of the community boards. I am otherwise informed that the council holds training days for newly elected members. Would it be accurate to say that there would be training materials that describe, in full or in part, the role of community boards? Perhaps also documents that were originally prepared by Local Government NZ, or the Remunerations Authority, that the council holds or is aware of that describe (in full or in part) the role of community boards.

I wish to get a complete picture of the information that forms the expectations of those involved with community boards. I fully understand that the other documents may not have any legal force, but they are important to me and would be included in my request nevertheless.
