This attempt to refuse for lack of "due particularity" is absurd. It is very clear what you want - correspondence within the department and to the Minister about the scheme - and that is enough for them to find it. If it helps, you could specify that by "correspondence" you mean emails, letters, aides memoire and any other communication.
(I normally frequently ask for "all advice and communications", and never face this sort of refusal, so its very odd).
I recommend going to the Ombudsman.
