Dear New Zealand Police,
I request under the OIA an itemised costing of Police activity at and
about Ihumātao between 1st July 2019 and 27th August 2019.
I request under the OIA daily number of constables deployed at and about
Ihumātao between 1st July 2019 and 27th August 2019, noted by rank and
home district.
I further request under the OIA any information, document, internal
communication or data that on a good faith review of information,
documents, internal communications or data made or held by the NZ Police
would assist a reasonable person to understand the cost of Police activity
at and about Ihumātao between 1st July 2019 and 27th August 2019.

Dear Mr Brailsford,

 

In establishing cost for operation Hau (Policing the protests at Ihumatao)
there are a number of factors. The largest expense would be in the hours
for Police staff so I will direct the focus there initially. In July and
August there were 2861 staff rostered for this operation but 1/2861
represented a day or individual. Some staff obviously worked more than one
day so there were not 2861 different staff.  The staff are made up of
different ranks and experiences so their wages can range anywhere from
$52,000 per year to $140,000 per year and as such the hourly rate would
vary drastically. Of the 2861 staff working the operation some staff
worked a standard 8/9 hours while other staff were required to do 14/15
hour days.  Due to the level of staff required they were deployed from
multiple districts and their hours are managed by different police areas. 
The data is not collected in one place.

 

For example on the 30/07/2019:

1.      A list of employees would need to be generated for the 212 staff
for that day.

2.      The list would need to be disseminated to multiple work force
management groups around the country including Waitematä, Auckland,
Counties Manukau, Waikato, Northland and Bay of Plenty.

3.      Work force management teams would need to access each individual’s
timesheet for that day and provide the hours worked for that day.

4.      The hours worked would then need to be provided to human resources
who would need to access each individuals pay salary and provide a summary
for the cost in hours for that day.

This process would need to be repeated for each day of the operation and
each staff member assigned. There is no report or semi-automated way this
data can be collected or collated. The operation has been running for 5
months now.  The time to access all this data and then collate it is
substantial.

 

In addition, the hours do not account for other expenses including;
travel, food, accommodation and other miscellaneous expenses. The costs
are assimilated into varying budgets across the Police organisation and
have not been recorded under the project code.  This again would take
substantial manual collation.

 

Are you able to provide the reasons behind the request or what the
information would be used for?  With a substantial request of this nature
it can assist Police to weigh up the public interest versus cost to Police
when making a decision to collate the data.

 

If you are not satisfied with the explanation we can proceed to the next
level of a cost estimate, this would be based on an hourly rate of $76 and
is reliant on the charging guidelines of for the Official Information Act
1982.

 

Please advise accordingly of the next step you wish to proceed with.
