Dear Carol Gordon,

My previous reply does not seem to visible on the FYI platform.

At the Council meeting on the 30th of May there were still 9 outstanding non-compliance issues to be addressed. These should have been cleared by the 3rd of June which appeared unlikely in my opinion.

The document you refer to has no change control register, i.e. there should be a revision to the document if it has been updated to accommodate the council's action plan. The document date is still set to the 12-15 of February. I therefore still require to see the council's action plan and confirm the status of the non-compliances.

Yours sincerely,

Robert Snijders

Good morning Robert

The IANZ Assessment Report is issued and effectively owned by IANZ. How they chose to do any version control is up to them, Council was asked to provide actions in the tables IANZ provided in the report, which we have done.

The report also has the date 12-15 February on it as that is when the audit was undertaken. Again as this is an IANZ Report and their requirement.

There is no other action plan, everything that is required is in the report that you have previously been given a link to. IANZ specifies that the findings, non-compliance and action plan stays in this format.

You will also note that at the footer of the report is written "This report may only be reproduced in full". This again is an IANZ requirement, which is why it appears like it does on our website.

If you are wanting copies of email exchanges we have had with IANZ to address the various compliances, this can be provided but will incur a cost as there are a large number of them and they would have to be printed off for you. If you want copies of all these emails please let me know and we will do an assessment of the time it will take to print, and the number of copies and give you an estimated cost to provide these.

Dear Carol Gordon,

At the moment you are being obstructive. What you are stating is incorrect and I am seeking clarification from MBIE.

I have stated in previous requests that I am prepared to visit your offices and review the file. This is the most sensible way forward.

Please confirm the dates the non-compliances were resolved. According to June Council minutes there were some still outstanding items at that point.

Again, I extend my offer to visit council offices to view the files.

Yours sincerely,

Robert Snijders

Good afternoon Robert

In relation to the email you sent yesterday, here is our clarification
(and responses) of your requests relating to the IANZ report.

You essentially asked for five things, these are outlined below, along
with our response:

1.     A copy of the draft IANZ report – this was provided via a link to
the document on our website and you were notified of this via email on 17
May 2019

2.     Whether there was any comment by Council on the draft report – we
can confirm that Council had no comment to make on the initial report,
which subsequently became the final report.

3.     An Action Plan – Actions, and responses to each of the areas raised
by IANZ was added into initial report template (and actions captured and
verified by IANZ) – these actions start on page 23 of the report.

4.     Correspondence between IANZ and RDC – the correspondence has been
via email and we do not hold these in hard copy, they are only available
in an electronic format. If you want copies of these the options are:

1.         Provide us with a USB stick and we will download them onto
there for you

2.         We will compress all the files and transfer them to you, using
the free ‘wetransfer’ software programme

3.         Print all files off – this will incur a cost as there are
multiple files, with multiple large documents attached to them

5.     The final IANZ Report – on 25 June an email from IANZ was received
(attached) – entitled Cleared Final IANZ Report Rangitikei. This email
contains the final cleared report from IANZ to Council.

Please let me know your preference for item 4.

Regards
