Good morning Robert

In response to your OIA request I provide you with the following answers:

1) The cost to repair/strengthen the Marton Library, and
The estimated cost to upgrade the Marton Library (as reported to the Finance/Performance Committee in June 2014) was $222,750. This was a desk-top analysis, based on an analysis undertaken by Rationale for a number of councils, having regard for age and construction materials. (This analysis was commissioned by a number of other councils, as a way of demonstrating to the Government the potential cost of the proposed earthquake-prone building legislation.) No actual %NBS rating was calculated.

No assessment of cost has been undertaken to bring the building up to 100% of the Building Code, which is what a fit-for-purpose new building would need to achieve. While the minimum earthquake strengthening will bring it in line with the required 34% NBS, the building will be required to meet the Building Code requirements in areas such as means of escape from fire, sanitary facilities and fire-rating performance. No assessment to quantify these additional costs has been undertaken as yet.

In 2015, some urgent work was commissioned on the Library building due to concerns about the integrity of the façade on the High Street frontage. The assessment report and subsequent work cost $18,889.41.

2) The %NBS the building is now at.
GHD undertook an engineering inspection and analysis of the Marton Library in March 2016, finding the building has an overall rating of 15% NBS.
ProArch provided an indicative budget estimate of $206,000 (plus GST) based on GHD's report to get the building to 34% NBS. This estimate included building consent fees and professional fees.
