I refer to your request dated 16 April 2019 and indicate that if the RFP
was to be redacted in the way you seek, this would take time and would
require review by the Council lawyers.  The costs involved in undertaking
this would need to be covered by the requestor, namely yourself.  We
suggest it would provide little benefit since the core information would
clearly be removed and this would result in a prospective tenderer having
incomplete data.

 

This is quite separate from a decision to decline your request since there
is a process that the RFP will not be released unless the non-disclosure
agreement (NDA) is signed.

 

To contemplate redacting the document to remove any confidential
information renders, in our view, the RFP meaningless and is therefore
contrary to the contract process determined appropriate for this contract.

 

The issue is easily resolved by you completing the NDA and at that stage
the RFP would be released to you.

the Office of the Ombudsman.  The office that deals with this Council is
