Dear Hutt City Council,

I request under the local government offical information act:

• All internal reports or assessments and any relevant reports commissioned from external parties, which assess options for, measurement of, or implementation of policies to achieve mode shift from vehicles to public or active transport within Hutt City, since 2020. I am not seeking information on individual projects - but reports broadly applicable to the city wide transition signalled in the Integrated Transport Strategy (2022).

• With respect to Riverlink and it’s associated projects, all reports or assessments related to mode shift within or as a result of this project, including but not limited to the impact on mode shift of revisions to the design of Riverlink since the project was consented

Rebekah - thank you very much for the material you provided in response to my request. I appreciate these can take some time to put together, and we found the information helpful.

Can I please clarify the status of one of the documents - I wonder if one has been overlooked in the summary and I'm therefore not able to work out what it is.

Your cover letter mentions 6 documents - the first 3 are refused as they are publically available. 3 are provided. However, there are 4 documents provided:

* Draft Disruption Response Plan and Transitional Parking Plan (RiverLink Project) - pages 4-16 of the PDF you sent
* Email trail dated December 2021
* Aecom Report on Naenae

My question is therefore what is the document at page 17 and 18 of your PDF - the document labelled "Principles of Travel Behaviour Change" - authored by HCC< GWRC and NZTA. Are you able to give me the date, document title, and any other context for this document.

letter. It forms part of the Draft Disruption Response Plan and
Transitional Parking Plan (Document 4 in Appendix 1). This graphic was
included as supporting material within that plan.

 

There is no separate date or standalone title beyond what is shown in the
graphic, as it is embedded within the draft plan rather than issued as an
independent document. However, I am checking with the relevant teams to
confirm whether any further context can be provided and will update you if
additional information is available.

Thanks again for your follow-up and your patience while I check in with
the relevant team.

 

I can confirm the graphic (Figure 8.3) titled Principles of Travel
Behaviour Change is sourced from the Let’s Get Wellington Moving Travel
Behaviour Change – Single Stage Business Case and was included in our
Draft Disruption Response Plan and Transitional Parking Plan to illustrate
the strategies that support travel behaviour change. This section forms
part of that plan rather than a standalone document. The plan was last
updated in August 2025.

 

Public copies of the LGWM Business Case are available via Wellington City
Council’s committee site; I’ve included links below for ease of reference
