Actions Under Waste Management Bylaw

Dear Christchurch City Council,

In December 2023 a revised Waste Management bylaw was adopted. Section 21(1) of that bylaw prohibts the deposit of circulars, pamplets etc in letetrboxes which have 'No Circulars' signs. (there are other provisions and exceptions, but they are not of interest right now).

Real Estate agents seem to completely ignore this provision. Otherwise it has been, as far as I am aware, quite successful in eliminating unwanted trash.

I would like to know:

1: Have any actions been taken in respect of a breach of this section?

2: What efforts have been made to publicise this provision of the bylaw?

On 17 August 2025, you requested the following information, under the
Local Government Official Information and Meetings Act 1987 (LGOIMA):

 

In December 2023 a revised Waste Management bylaw was adopted. Section
21(1) of that bylaw prohibits the deposit of circulars, pamphlets etc in
letterboxes which have 'No Circulars' signs. (there are other provisions

Have any actions been taken in respect of a breach of section 21(1)?

Christchurch City Council are aware of one complaint since the bylaw was
introduced regarding real estate advertising. In this instance, the
advertising was sent by mail to the household. Due to this, it was not
considered junk mail. Christchurch City Council would consider launching
an awareness campaign if we received a concerning number of complaints.

 

What efforts have been made to publicise this provision of the bylaw?

There was an engagement process prior to a bylaw being adopted. There has
been no further promotion of this bylaw, beyond the information being
publicly available on the website.

 

You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to
