Dear Department of Building and Housing,

1. How many group dwellings in New Zealand are there? Please give examples.

2. How many group dwellings are there in the Queenstown-Lakes District?

3. How many examples are there in New Zealand of houses with residential building consents being treated as a group dwelling? Please give examples.

4. How many group dwellings are there in New Zealand that are neither a commune nor a marae? Please give examples.

5. Please give examples of fire standards used in group dwellings that are neither a commune nor a marae.

6. When does a large house become a group dwelling? What are the criterion used to judge in cases that the house is neither a commune nor a marae?

7. Does the difference between a single household unit and a group dwelling depend on the size of the house? Does it depend on the numbers living in the house? Does it depend on whether there is a single group of people living in the house (single household unit) or multiple groups of people (in a group dwelling)?

8. How do you define multiple groups of people in a group dwelling as opposed to a single household? Couples frequently live in single household units so that cannot apply. How many people is a multiple group of people for the purposes of a group dwelling? A family? What are the characteristics of the "groups of people" in a group dwelling?

What is the definition of a "group dwelling".
What distinguishes a "group dwelling" from a single household unit?

Dear Natalie Wesbroom,

Please answer each question separately WITHOUT simply referring back to the Determination that you have mentioned.

I am trying to establish whether the DBH used ANY priorly established criterion at all to determine whether the house in that Determination was a residential house or a group dwelling.

It seems that the DBH did not have any prior examples of large houses being regarded as group dwellings. It seems that the DBH did not rely on any prior established criteria for distinguishing between large residential houses and group dwellings. Up to 40 people may reside in a residential house under NZ law so numbers, as long as they are under 40, are not a criterion. Nor is the physical size of the house. The only distinction between an SHU and a group dwelling otherwise is whether they have a single group of people or multiple groups of people.

It seems that the DBH has never labelled ANY other large house a group dwelling and has, in effect, created a NEW category of large house as group dwelling.

Please answer each and every question I have asked without reference to the problematic Determination you have mentioned and based on examples BEFORE that Determination was made. Please explain on what prior examples and what prior evidence the DBH made the problematic Determination.
