Changes in student allowance entitlements for over 40 year olds

Dear Ministry of Education,

To whom it may concern:

I am a New Zealand citizen and I would like to know if I have the right, under the above legislation, if I can have access to the official information regarding the change in entitlements for student allowances for students over 40 years old.  

Only a few years ago (before 2013), there was no age discrimination and all (perhaps people between the ages of 18 - 55 years old) were entitled to 5 years (40 weeks per year for 5 years = 200 weeks) student allowance to correspond with their degree or study.

Under the National government, the law changed for students 40 years old and older to reduce the entitled 200 weeks student allowance to 120 weeks (3 years), introduced on 1 September 2013 (Section 20 Maximum periods of allowances in the Student Allowances Regulations 1998).

Approximately 7000 New Zealanders are affected by this change so I would like some information please.

If possible, I would like copies of minutes of committee/board meetings leading up to this amendment decision please, who attended these meetings, whose idea it was to reduce this allowance, who decided on the age of 40 (as opposed to 45, 47 or 50 years of age) and who voted on this change, if I may.  And was there educational (MOE) reports provided or any financial reporting given to those who made the changes before the amendments were made?  And if so, may I have copies of these?  Thanks.
