Dear Ministry of Education,

I would like to know how the Ministry of Education allocates money to public school for the purpose of catering to students with special needs, such as wheelchair access or other resources that allow students with disabilities to attend their public school. Is it allocated on a per student basis or is there a standard payment given to schools for this purpose? If so, how is it enforced that the money is spent in the appropriate place?
