I have been asked to let you know that Police requires anextension of time
in which to respond to your request for the below information. This
extension is pursuant to section 15A(1) of the Official Information Act
1982, because the request necessitates consultations such that a proper
response to the request cannot reasonably be made within the original time
limit.

                                                                                           

Police require until 13/03/2019 to provide a substantiveresponse to your

Interesting reply, approx half of all texts are not registered numbers, yet a "significant number" of the total were test messages.

May be worth trying to ask for total number of tests split among the categories, i.e. "number of test messages, split between registered numbers and non-registered numbers" that way we can work out the number of people that are registered and had to use the service last year, and the number of people that aren't but tried to use the service last year.
