In regards to the copies of individual operators’ procedures for their investigations
and actions taken. I refer to the following. Can this please be supplied.
As for whether this data is "held" by the agency, I refer to s 2(6) LGOIMA.
"Any information held by an independent contractor engaged by any local authority in his or her capacity as an independent contractor is, for the purposes of this Act, deemed to be held by the local authority.", paraphrased "Information which an independent contractor to an agency holds in that capacity is deemed to be held by the agency"
I note that all the bus contractors are independent contractors engaged by GWRC on behalf of Metlink and in their capacity of the independent contractors they hold the data of their procedures.

Can this please get responded to. I originally asked for procedures for both Metlink and the operators. The operators are covered under s 2(6) of the LGOIMA. If you are choosing to neglect that part of the act, then please respond saying so.
I note that when asked the same question for the trains running red lights, I got a significantly more detailed response (hence the follow up). The lack of response on this kind of implies that the operators Metlink uses do not have any policies on how they deal with law breakers. I would hope that this is something Metlink would follow up on to ensure that the operators are taking safety seriously. The lack of Metlink's ability to do that follow up shows the lack of safety culture that Metlink has, and the notion of Metlink just trying to pass the buck down to the operators then never follow up.
I will note, the red light running issue is still very much present, you have around a hundred (at least) buses running a red light *at one single intersection* a day. This number has not decreased to any statistical significance since Metlink was originally notified of the issue several months ago. After meeting with Metlink, I had thought that you were trying to do the right thing, but after your continued lack of responses about safety concerns, and the lack of results shown from any of your "Red light campaigns", I am starting to go back to my opinion that Metlink simply don't care about safety.
So simply, what are the operators procedures for when a bus driver goes through a red light in the Metlink network. Please do not treat this as a new request, this was originally requested on Dec 13 2018, and was only partially answered to contain Metlink's procedures, while not mentioning the operators procedures. These operators operate under your branding as independent contractors, which is defined in s 2(6) of the LGOIMA, and as such the GWRC holds that information. I have requested this, and is now grossly overdue.
