Information about a complaint about a specific bus

Hugh Davenport made this Official Information request to Wellington Regional Council

The request was successful.

From: Hugh Davenport

Dear Wellington Regional Council,

I would like to request any correspondence about complaints laid against any bus on route 17e northbound from 8:00am to 9:30am on the 22nd November 2018. This correspondence should also include any correspondence with contractors, or internal correspondence.

To help aid the request, a complaint was laid by myself with no response at 9:22am via email, mentioning the multiple instances of loss of traction, speeding (40kmph in 30kmph zone), and heavy breaking in wet conditions while travelling downhill at speed. My request is not limited to just my complaint, but any other commuters who complained about any bus on that route in that time period.

Yours faithfully,

Hugh Davenport

Dear Sharon Hornal,

In my request I mentioned "this correspondence should also include any correspondence with contractors, or internal correspondence." Can you please clarify whether there was any correspondence with contractors or internal correspondence at all. Your response implies that there was correspondence that was not attached to the response.

When providing this correspondence, please note I also requested that this data should not be limited to just my complaint, so I would like correspondence in relation to the other 3 reports as well.

Yours sincerely,

Hugh Davenport

Dear Wellington Regional Council,

I don't believe I have had a response containing the correspondence I originally requested. I was told on Feb 5th that it would be a "couple of days", but has now been longer. Just chasing this up, noting that it is overdue.

Dear Sharon Hornal,

Can you confirm that the operator did not take into account the speeding (40kmph in 30kmph zone) at all? I didn't see any reference to checking the black box data to verify whether the driver was speeding, or any action taken from that. The only reference I see is the operators note 714391 talking about braking issues.

I would hope that the operators are taking all safety issues, including speeding, seriously.

Yours sincerely,

Hugh Davenport

From: Metlink Resolve
Wellington Regional Council

Dear Hugh

Thank you for your further query in relation to the above OIA related to the #17e bus service on 22nd November 2018.

Whilst there was no specific mention by the bus operator related to the speed of the bus in the 30kmph zone, the operator did confirm that their Operations Manager would be speaking with the driver about the 'concerns you raised and the driver would be required to undergo further on road training with one of their driver trainers.'

The fact that the operator referred to 'concerns' was considered that the whole complaint was being adequately addressed by the bus operator and accordingly, no further information was requested by the Customer Resolution Team. The matter was therefore considered as 'closed' once the response was emailed to you.

Kind Regards,

Rachel Yates | Team Leader, Customer Resolution and Information Management

It's interesting to see Wellington Regional Council take safety of passengers, whether dangerous driving or a dangerous vehicle, as being unimportant and shuts down cases as quickly as possible so they don't have to answer ongoing questions of great concern. I would have escalated this matter to a higher level to have this resolved properly.

The response given by Metlink is a standard response, word for word for any complaint and should you try and push the matter forward they continue to send the same response then begin to ignore messages. It would appear the regional council supports and reinforces this poor attitude and care little about passenger safety.
