"Designated parking areas"

Dear Christchurch City Council,

In the Christchurch city region, when a person's car is chalked in a "designated parking area" they are often prompted to take another parking spot nearby.

Despite this, sometimes a parking ticket will still be issued even though they have vacated the original parking spot. this is on the grounds that they are still parked in the "designated parking area'".

Can you please provide some clarification around this, particularly:

1) What is the definition and size of a "designated parking area"
2) More specifically, is an entire street a "designated parking area," and
3) Please provide a copy of the Christchurch City Council parking infringement policy.

following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):

Council Response

Council staff have provided the following response:

 

1) What is the definition and size of a "designated parking area" - A
restricted area is defined by the placement of signs advising of the
restriction. There is no specific size for a designated parking area as
there is for a parking space.

 

2) More specifically, is an entire street a "designated parking area," -
It can be, although there may be restrictions within the street - refer
6.4 (1) Land Transport (Road User) Rule 2004 below,

 

6.4 Parking contrary to notice, traffic sign, or marking

(1) A driver or person in charge of a vehicle must not stop, stand, or
park the vehicle on any part of a road contrary to the terms of a notice,
traffic sign, or marking that—

(a) indicates that stopping, standing, or parking vehicles is prohibited,
limited, or restricted; and

(b) is on or adjacent to the road; and

(c) is authorised by a road controlling authority under the Land Transport
Rule: Traffic Control Devices 2004.

 

3) Please provide a copy of the Christchurch City Council parking
infringement policy - There is no Policy in relation to infringements.
