Legal authority for 'no dogs' or 'dogs on leash' signs by non-FNDC groups

Dear Far North District Council,

We have noticed on a number of beaches and roadsides that some non-profit organisations have erected signs stating that there are kiwi in the area, 'no dogs please' or 'dogs on leash please'.

Our understanding is that only FNDC has the legal right to demand that dogs be on or off leash in particular areas, or the Dept of Conservation on their land.

Can you please advise if FNDC has provided permission for any groups to erect signs stating that dogs should be banned, or on leash, to any individuals, organisations, or groups in Northland.
