I don't agree that re-scoping the request would be onerous. They haven't supplied any figures to indicate the volume of emails received across, say, a week.

Another thought: it may be possible to determine the number of emails forwarded (or received in) the Mr Peter's ministerial inbox, sent from the private email account. it may be a proxy for the number of ministerial-related emails received via the private email address? Or would that proxy inadvertently include Parliamentary-related emails too?
