I would like to request the following information.

(1) Documentation or advice given to you by people within the racing industry which may have influence decisions relating to policy and/or funding decisions, this would include names of people who have provided such advice.

(2) Research or other contributing factors which have influenced all decisions made in your role as the minister of racing which relate to policy or the use of public funds.

(3) For all decisions that have been made which relate to your role as the minister of racing, who else has had a direct role in approving funding or policy decisions.

(4) Additionally, I note that the Labour/New Zealand First coalition agreement states that Labour will support New Zealand First’s Racing policy under the coalition priorities section. Given this inclusion in the coalition agreement, what role have members from other parties such as Labour had in the development of Racing policy, or the decision making process which allocates funds to any projects which relate to racing.

Please note that while this request specifically refers to your role as the minister of racing it is intended to encompass any information which relates to the questions regardless of what capacity you were acting in at the time. For clarification, this would include your role as the Deputy Prime Minister or as a minister of any and all portfolios that you currently hold as at 15/02/2020.

policy or the use of public funds.

Some parts of your request as currently framed are very broad in scope and
could be very difficult to meet without substantial collation or research.
Section 12(2) of the Act requires that the information requested shall be
specified with due particularity in the request. Further detail about this
is set out below.

Part two and three of your request refer to “all decisions” in relation to
the Ministers portfolio as Minister for Racing. There is no limitation on
the timeframe or subject of interest. Could you please clarify the scope
of part two and three of your request.

If you are unable to clarify your request, we may have to consider
refusing it under grounds of due particularity and section 18(f) of the
Act, which applies where the information cannot be made available without
substantial collation or research.

Clarifications for the request are as follows.

Part two and three of your request refer to “all decisions” in relation to
the Ministers portfolio as Minister for Racing. There is no limitation on
the timeframe or subject of interest. Could you please clarify the scope
of part two and three of your request.

This was implied in the original request however would apply to any decision made during the current parliamentary term and would relate to any decision with the subject being racing and involves either policy or the use of public funds. For clarity and sake of simplicity this can be considered to encompass only decisions which have been implemented or passed into law and would only include decisions in which Winston Peters had a role in deciding. Any decisions which failed to be implemented can be excluded, as can decisions which were made without any involvement or oversight from Winston Peters.

Given that the parliamentary term is only three years and a limited range of subject matter is relevant to the minister of racing I would be surprised if this would require substantial collation or research, if it still happens to be considered as such, then I expect a prompt response advising of such and which parts are declined as a result.
