It took a month, in total, for DPMC to pass this to Hon Ron Mark's office who then referred me back to the Treasury website where the original document was posted. If that's not gaming the OIA system then I don't know what would qualify. I believe that the redactions are excessive and some appear spurious. It has the look and feel of the Minister or his staff setting out to frustrate genuine research into the future capability of the NZ Defence Force. I have referred this request to the Ombudsman.
