Dear Mr Homer

Official Information Act 1982 (the Act) Request

I refer to your email of 27 August 2018 requesting information from the
Civil Aviation Authority (CAA) concerning the number of occurrences
registered to ZK-MAC and ZK-PKT.

The CAA has decided to refuse your request in accordance with section
18(a) of the Act. All information is being withheld in order to protect
information which is subject to an obligation of confidence and making the
information available would be likely to prejudice the future supply of
similar information, in accordance with section 9(2)(ba)(i) of the Act.

The CAA relies on the cooperation and open disclosure of information by
aviation participants so that any deficiencies and safety risks can be
identified and appropriately addressed. The CAA believes that if
information given in confidence was later disclosed to other parties under
the Act, it would likely prejudice future cooperation and open disclosure.
This would impact the CAA’s ability to effectively regulate the Civil
Aviation sector, due to an increased difficulty in identifying and
correcting deficiencies, resulting in greater safety risk for the
public.

You have the right to make a complaint to the Ombudsman to seek an
investigation and review of our decision. The Ombudsman’s contact details
are:

Dear Mr Homer,

Your request was treated as for the number of occurrences and not for the
reports themselves.

The decision of the CAA still stands for the reasons previously provided.
