If possible, I would like to seek some further clarification from you
regarding this request and have the following questions:

 

I would like to confirm the start and end dates that you would like the
information to cover?

 

Could I please also have further direction around the part of your request
for “outlining how IGMS operates now"? Would this be more on the technical
aspects, or other matters, such as process or training materials, or more
at the business functional levels?  Some specifics about what you are
looking for here would help us ensure we are interpreting this correctly.

 

In your use of the word “IGMS”, please confirm if you are making reference
to the actual IGMS system, or is your request more around the programme of
work that created IGMS?

 

There are several publicly available documents that discuss IGMS as part
of the Vision 2015 programme (please refer to document links below).

Please could you indicate whether you have previously reviewed the
Business Case and Vision 2015 documents and if so, is there something
more specific that you are interested in that wasn’t available in those
documents?

 

In your request you have requested a summary of how the cost, design, and
implementation differs from its original purpose. Could you please clarify
your expectations in this respect? We are unsure if you are taking an
operational view or if are you referring to a design level view?

If you have not already reviewed the Auditor-General’s Vision 2015 Report
and the Vision 2015 Lessons Learned may address this aspect of your
request. However, if these documents do not sufficiently provide the
details you need, then we would appreciate further explanation from you as
to which areas you need more information in.

 

We have concentrated our efforts thus far in gathering the information
around the design phase as you have requested, I would like to ask if
there is any specific aspect of this phase that you are particularly
interested in that we can focus on?

 

 

We are working on providing as much information as we can gather within
the 20 day timeframe, and to this purpose we are anticipating that we will
be able to provide the main briefing plus additional documents that will
cover off the elements of your request.

Dear Cei
Thank you for your email and the attached links, they were very informative.

I am not sure about the timeframe as I am not sure when the project began, so I will leave that to your judgement.

I was not aware of the business case on the parliament website, so thank you for that. That answers the question as to what it was designed to do so no further work is required around design.

I think this comes under an operational view. The business case states that IGMS system which was designed to replace the core IT program AMS, and allow INZ to process applications online. Basically I am looking for any documents, or a simple explanation outlining why it did not replace AMS as designed and what has the cost been of the whole system. I mentioned providing a summary as I thought that might be easier if no documents were available.

If there is an evaluation or document located publically that answers this then I would be happy to be linked to this & conclude the response.
