Dear Earthquake Commission,
In a letter dated 08 November 2010, Hugh Cowan wrote to David Kelly of the Department of Building and Housing. In the letter he stated that a sixty page draft document had been developed. This is entirely at odds with a previous OIA response from Renee Walker that stated EQC had no requirement for drafts or revisions to be provided to EQC. Clearly for Hugh Cowan to hold a draft document at 08 November 2010 indicates that EQC had some requirement to be provided with drafts of this document.

I request that all drafts of research paper 0380 be provided, as clearly the response from Renee Walker was, at best, in error.

Further the same letter from Hugh Cowan states "organisations and individuals briefed to date ... reportedly are very positive about the potential of a future guidance document." I request all papers and minutes and any communications between EQC, its employees, contractors and agents, the EAG, and any staff or contractors associated with the support of the EAG, that relate to the briefings provided to parties outside EQC or the EAG, on the work related to research paper 0380.
