Dear Mr Preston
Thank you for your request made under the Official Information Act 1982 of
21 September 2018 to the Earthquake Commission (EQC) for:
“all outgoing communication by Hugh Cowan from 04 September 2010 through
10 November 2010 , including any and all emails sent from Hugh Cowan's EQC
email address, including any emails which may have been subsequently
deleted. Specifically I am looking for all email sent from mailbox
"DHcowan" (with the eqc.govt.nz domain) from 04 September 2010 through 10
November 2010”
A response to your request is due by 19 October 2018. An initial search of
our email records has resulted in a large volume of material for this
period, and consequently, a response cannot be provided to you within the
20 days required by the Official Information Act 1982.
Therefore, this is EQC is extending the time limit to respond to your
request under section 15A(1)(a) of the Official Information Act 1982 as
the request is for a large quantity of official information or
necessitates a search through a large quantity of information and meeting
the original time limit would unreasonably interfere with the operations
of the Department or the Minister of the Crown or the organisation. You
will now receive the response to your request by 16 November 2018.
You are welcome to refine your request as this may reduce the time
required to provide you with a response. For example, you may wish to
provide us with specific subject or topic areas that you are interested
in. Please let us know if you would like to refine your request in any
way.
Please also note that the email address you provided in your request for
Dr Cowan is incorrect, however, we have used his correct address for our
email search.
You have the right to ask the Ombudsman to investigate and review the
decision by EQC to extend the time limit for responding to your request.
The Ombudsman can be contacted at PO Box 10 152, Wellington 6143, on
Freephone 0800 802 602, or at [1]http://www.ombudsman.parliament.nz.

Dear Ministerial Services Team,
Thank you for the response, however none of the files attached to this response open. They all respond with a corrupt file. Could you please check and resend?
Yours sincerely,
Jake Preston

Dear Mr Preston
Please accept our apologies for this inconvenience. We have checked the files at our end and they all open correctly - however, it is clear that something is happening between EQC and the FYI website that is causing issues. We'll try uploading them individually as a starter and see if that makes a difference.
Kind regards
Government Relations Team
