Tactical Options Reporting Data July-December 2017

In March and October 2017, tactical options reporting (TOR) data was released under the Official Information Act for the 1 July - 31 December 2016 and 1 January - 30 June 2017 reporting periods (ref 16/11336 and 16/7758/11).

I would like to request some more recent tactical options reporting data.

Also, recent media reports have brought to light the use of spit hoods by NZ Police. Previous TOR data released under the OIA has not directly mentioned the use of spit hoods, so I have a couple of questions about this.

Please release the following information:

1. TOR data for the 1 July - 31 December 2017 reporting period, in the same format as was released for the January-June 2017 reporting period.

2. The number, and percentage, of the total set of TOR events that have completed the full review process. For comparison, the March 2017 release said 11% of the events in that set of data had not completed this process, whereas it also said that this was the case for 0.2% of the events used to create the most recent biannual report at the time.

3. A breakdown of the types of tactical options recorded under the “Other” category.

3a. If the use of spit hoods is not recorded as a tactical option under the “Other” category, please explain how their use is recorded by NZ Police.

Please also explain any relevant caveats that should be kept in mind when analysing this information, including the licence under which it is released.

Please provide all information, including the response letter, in an accessible, searchable format. Please provide the TOR data in a machine-readable format such as CSV or XSLX.

If any part of my request is unclear, please don't hesitate to contact me.

If any of the information that I have requested is unavailable or would be difficult to retrieve, but similar information might be readily available, I would be happy to discuss altering or refining my request.

A response to this request was due as soon as reasonably practicable and no later than last Thursday, the 2nd of August.

I understand, from the email I received on the 18th of July, that there may be aspects of this request that you would like me to clarify. However, since I asked two weeks ago that any discussion about this request continue via email, I have not received any more correspondence.

Please send me an update on the status of this request, and let me know when I can expect a response. As I'm sure you are aware, section 15A of the Official Information Act requires that requesters be notified when an extension is necessary to complete a request, and that this extension must be sent within 20 working days of having received the request.

I apologise for the delay in contacting you regarding your official information request, reference IR-01-18-5190.

On the 24 July 2018 we experienced a system fault with the Tactical Options Reporting database, among some others. This fault saw the database out of commission for a week.

I can advise you that the database is back on line and the request has been prepared and is currently proceeding through the Executive and Legal consultation process and should be released to you shortly.

Thank you for your update last Thursday, that the response to my request was delayed due to a technical fault and that it should be released to me "shortly".

I have still not received any further correspondence, could you please clarify when I should expect to receive the response? Section 15A(4)(a) of the Official Information Act requires that notices of a request being extended must specify the period of the extension.
