Official Information Request – RFS 3897626
I refer to your official information request received 2 July 2018
regarding dog pounds. Your request has been referred to Legal Services for
consideration under the provisions of the Local Government Official
Information and Meetings Act 1987 (“the LGOIMA”).
The Local Government Official Information and Meetings Act requires that
we advise you of our decision on your request no later than 20 working
days after the day we received your request. Unfortunately, it will not be
possible to meet that time limit and we are therefore writing to notify
you of an extension of the time to make our decision, to 10 August 2018.
This extension is necessary because key Council staff vital to the
provision of the information you seek are not available for consultation.
The delay has been unexpected, however, we will aim to provide you with
the information as soon as possible, at the latest 10 August 2018.
You have the right to seek an investigation and review by the Ombudsman of

I refer to your official information request received 2 July 2018
regarding dog pounds. Your request has been referred to Legal Services for
consideration under the provisions of the Local Government Official
Information and Meetings Act 1987 (“the LGOIMA”).
Thank you for your patience regarding the extension we had advised, which
was that a further response would be provided to you by 10 August 2018.
In your request to the Far North District Council you state:
“Please attach any research or information which supports Council’s
statement to the media that dogs which put on weight in the pound are
therefore not cold?”
The article you refer stated:
"We know the dogs are doing well, because our record keeping shows they
maintain or even put on weight while at the pound. This would not be the
case if they were cold."
In comparing what you have stated in your request and what was actually
stated in the article; your interpretation is not accurate. To put your
request in context, Council keep daily observation records on each dog in
Council shelters. This is done as they are fed and exercised. (Please
note: all dogs that don’t pose a danger to staff or other dogs receive
some form of daily exercise). The daily observation records indicate that
in general, the health and condition of the dogs is improving and in many
cases dogs put on weight. What Council is saying in relation to the
article, is that if the dogs were cold or constantly in a cold
environment, the dogs would not be showing the improvements indicated on
the observation sheets.
The welfare of each dog is important to Council; and this is taken very
seriously. We have provided you with a collection of daily observations
sheets for your interest. Please refer attached.
