Tena koe Nathan Clark,

I am deeply disappointed that your office took a full 20 working days to process what was a very simple and urgent request.

I note that the reason cited for withholding the document is that ministry officials earlier made a decision to withhold it. This is quite unsatisfactory as your office should make its own assessment particularly given that the reason cited is that it is with ministers for consideration.

I note that the reason cited is not conclusive and is potentially outweighed by the public interest. I further note that the Ombudsman makes very clear that it is not often the case that an entire document can be withheld.

Please reconsider urgently or I will have no choice but refer the matter to the Ombudsman.
