Cost of Rural Fires

Fire and Emergency New Zealand,
Two major rural fires have occurred in January 2018. The first was on the 3rd of January near Wanaka and the second on 21st January at Tiwai Point. Both fires involved a substantial FENZ response over several days and included multiple aircraft used for supression and mop up.
Under the provisions of the Offcicial Information Act I request the following information with respect to each of these two fires:
(a) The resources and hours committed to each of the fires by ground based resouces
including:
- fire apliances and/or Tankers
- Paid fire fighters
- Volunteer fire fighters
- Foam and retardent supplies from FENZ inventory.
(b) The resources, hours and cost of those resources that were contracted from
outside FENZ to assist with each fire. This would include:
- aircraft (fixed and rotary wing) including their support crew and services
- additional foam and retardent supplies
- heavy machinery
- contract staff (ie non FENZ personnel)
- any other external costs associated with each fire.

Back in Feb 2018 I requested information on the costs of the Wanaka and Tiwai fires (as below). At that time you advised that some of the information would be available but at that time not all the invoices and costs had been processed.
I am still interested in the costs (and the cost recovery) of these two fires and re-submit my OIA seeking this information now that the bills will all have been processed.

Thank you for the information on the Tiwai and Wanaka fires as requested. I seek clarification with respect to this information as follows:
1. News reporting stated that 4 helicopters worked on the Tiwai fire and the information you provided includes costs for Foam ($885). The costs you set out do not however include any numbers for Helicopter services. Can you please advise then where the costs of the helicopters engaged for Tiwai are included in the information as provided.
2. You have advised that the Wanaka fire included $393,540 of helicopter services. However, no costs for foam (for the bucket drops) are included in the table of costs. Could you please confirm where the foam costs for Wanaka are represented.
