I am interested in the work and supporting calculations for the planned Fare Review to be undertaken as part of the Long Term Plan. I am aware that the Wellington Public Transport Fares were reviewed last year, However, I also understand that this review was undertaken on the assumption that Public Transport costs would remain the same.
Multiple GWRC Reports associated with the 2017 Fare Review stated that the PT fares would again be reviewed once the final costs for the new PT network were confirmed. The following are quotes from these reports:
"The fares component of this relationship is primarily addressed via the PT Fares Review. The costs and subsequently the revenue needed from rates and the National Land Transport Fund will be determined as part of the Long Term Plan process and Regional Land Transport Plan development."
Section 4.5 of Public Transport Fares Review – update and decisions (Report 17.123, Date 2 May 2017)
"The amount of the funding shortfall and impact on “farebox recovery” also depends on changes in public transport costs. These changes and any other changes in fare revenue
will be considered as part of the next long term plan and may require further increases in fares."
Section 5 of Public Transport fares review - consultation (Report 17.269, Date 2 August 2017)
"For funding, the approach for the review was based on delivering fare proposals within Council budgets set out in the Long Term Plan and Annual Plan. For farebox recovery this assumed operating costs remain the same but any savings/increase will be taken account of in the Council’s budget setting."

1) Can I please have a copy of any Reports, presentations or workshop material on the public transport costs and supporting funding of the new PT network since September 2017 ? Please include any appendices.
2) Can I please have a copy of any Reports, presentations or workshop material on the impact of the public transport costs on fares and/or the Farebox Recovery Ratio for the new PT network since September 2017 ? Please include any appendices.
3) Can I please have a copy of the detailed Farebox Recovery calculations that includes the public transport costs of the new PT network ?
4) Can I please have a copy of the detailed public transport costs for the new PT network used in the calculation of the Farebox Recovery as outlined in 2) ?
5) Can I please have a copy of the detailed revenue estimates for the new PT network used in the calculation of the Farebox Recovery as outlined in 2) ?
If the requested information is held in electronic form, I would prefer it was provided in its complete and original electronic format. I would also prefer that all correspondence be via the FYI web site.

This 20 January 2018 LGOIMA request included requests for the following specific items of information:

The GWRC response letter of 19 February 2018 (File Ref: OIAP-7-5112) stated the GWRC response to the request for these requested items which was:
1) "The consultation documents for the LTP will also include details of the costs and funding information associated with implementation of the new bus network under the Public Transport Operating Model (PTOM) that will commence from end of April this year.
We will provide you with a copy of this information after it is considered by Council at its meeting on 14 March 2018."
2) "... the costs and fare revenue associated with the new bus network are budgeted in the proposed LTP. The LTP consultation documents will be released for public review after 14 March 2018."
3) "Please refer to the answer under question 2."
4) "Details of the costs and funding information associated with the implementation of the new bus network will form part of the consultation documents for the LTP. This will be considered by Council on 14 March 2018."
5) "Details of the costs and funding information associated with the implementation of the new bus network will form part of the consultation documents for the LTP. This will be considered by Council on 14 March 2018."
The GWRC 19/11/2018 response for item 1) confirmed the GWRC would provide the requested information but the GWRC position with respect to providing requested information outlined in the other items is less clear.
For the sake of clarity, can the GWRC please confirm it will provide the information requested in items 2), 3), 4) and 5) on or shortly after the Council meeting on 14 March 2018 and that this information will be in the form requested ?

information after the Council meeting on 14 March 2018:
Response under item 2) GWRC will provide you with a copy of the GWRC
2018/19 proposed budget and public transport funding impact statements
that will be included in the consultation documents for the Long Term Plan
(LTP) after the Council meeting on 14 March 2018.
Response under item 3) GWRC will provide you with a copy of farebox
recovery calculations as part of reporting on compliance with the farebox
recovery policy and review of budget provisions in LTP, once it is
finalised and after the Council meeting on 14 March 2018.
Responses under items 4) and 5) GWRC will provide you with a copy of the
costs, revenue and funding information associated with the implementation
of the new bus network that will be included in the consultation documents
for the LTP after the Council meeting on 14 March 2018..
