I would like to request a range of documents under the OIA regarding the development of census questions covering the LGBT community and the decision not to include these topics on the 2018 census.

Firstly, any documents regarding the development of census questions covering sexuality or gender identity.

Secondly, any documents regarding the decision not to include said questions in the 2018 census.

Finally, any communications (eg emails, memos, discussion papers etc) between the executive leadership team, including those with other Statistics NZ staff, Government Ministers and other government departments regarding the development of said questions or the decision not to include said questions in the 2018 census.

I note that document OIA0029 Methods paper.pdf lays out a scoring method used to assess potential changes.

I believe that the documents scoring the questions covering the sexuality and gender identity questions would also be covered by my request, as they are documents regarding the decision not to include said questions in the 2018 census.

(Admin note:) There was another redaction error with Stats NZ's response so we've hidden their second version and giving them an opportunity to replace it again.

For timeliness tracking, the first version was sent on Feb 13, 2018, the second version April 4, 2019 (the same day we hid the Feb 13 response, although not available here until two-three days ago due to a software issue on our end).

query contained a number of faulty redactions. In early April 2019 we
attempted to fix these faulty redactions; however the issue was not
