Mr Devere
I have considered your request under the Official Information Act 1982 and
after discussion with relevant parties within the Police, I can respond as
follows:
You have asked three questions:
1. All correspondence between Waikato District Police and Destiny
Church (or programs, activities or similar operated by Destiny Church)
relating to the Man Up domestic violence programme co-operation which was
posted on the Waikato Police Facebook page on 4 November 2017 by a Police
Officer who is also a senior member of the Destiny Church.
I have been unable to identify any correspondence between the above
mentioned parties which would pertain specifically to the parameters of
your request. There is no formal engagement between Waikato Police and
Destiny Church regarding Man-Up. We are aware of the programme and
supportive of any service providers who refer people to the programme.
The outcomes observed to date and the anecdotal evidence supporting the
transformation of people’s lives has also been evidenced first hand by
police personnel. This part of your request is therefore refused under
s18(e ) of the Official Information Act 1982 as the information does not
exist or cannot be found.
2. Copies of all internal correspondence including emails, briefings
and reports between Police staff in relation to the Huntly Proud
initiative between Destiny and Police.
I have been unable to identify any correspondence between the above
mentioned parties which would pertain specifically to the parameters of
your request. The ‘Huntly Proud’ initiative stemmed from a relationship
Police have with the ‘It’s not okay’ campaign. Again there has been no
formal MOU or SLA between both parties, however we do have a few police
persons who have been identified as and agreed to be champions within the
Huntly Community. Again there is no documented template used for this
process. This part of your request is therefore refused under s18(e ) of
the Official Information Act 1982 as the information does not exist or
cannot be found.
3. Details of any policies or advice to staff on managing conflict
of interests which would be applicable in cases such as this.
Please follow this link to access information provided to staff regarding
conflicts of interest:

If you are not satisfied with my response to your request, you have the
right to contact the Office of the Ombudsmen and seek an investigation and
review of my decision.

Dear New Zealand Police,
I find it highly unlikely that there is absolutely *no* correspondence as requested. For example, the Iwi liaison officer Constable Murphy, who is both a police officer and heavily involved in the man up church programme - there must be some email or reports proposinig the use of the church gazebo and police involvement in the event in Nawton (for example)?
If that is not the case please advise, otherwise I look forward to receiving copies of the emails.
Yours faithfully,
J Devere

Complaint to Ombudsman laid. There appears to be a theme of forgetting, overlooking, misdirecting etc from the police rather than meeting their obligations under the act.
