In its response to me dated 11 September 2017, Archives says it has received 43 formal requests for intervention since introduction of the Public Records Act. Archives says "[a]lleged failure to create a full and accurate record has also been identified as an issue”.

Among the 43 formal requests for intervention, how many of those requests related to the alleged failure to create a full and accurate record?

After requesting Archives’ intervention, how many requestors received the full and accurate record they were seeking to obtain?

How many requestors failed to obtain the full and accurate record they were seeking, despite your intervention, and what were the reasons for that failure?

Please send me all communication – both formal and informal – relating to record-keeping that Archives has had with the Justice Ministry since the introduction of the Public Records Act. Please also provide me with the details of the formal complaint it received in regards to the Ministry of Justice which was referred to in Archives’ response of 11 September 2017.

In regard to the last part of your request, the Official Information Act
requires that requests are specified with due particularity (section 12(2)
refers). The majority of our communications with the Ministry of Justice
are in relation to recordkeeping, e.g., disposal, appraisal, transfer,
audit, compliance, guidance etc. Therefore, we are requesting that you
please specify which element of recordkeeping communication with the
Ministry of Justice you are particularly interested.

 

If you would like to discuss your request with us by telephone, please
contact Lillie Le Dorré on 04 894 6098, or call the Department of Internal
Affairs’ freephone number 0800 25 78 87 and ask to be transferred.

 

If we do not receive a response from you by 17 October 2017, we will
proceed with your request as it currently stands.  Please note that in
some circumstances this may lead to a request being refused.

Information Act, your amended or clarified request will be treated as a
new request, replacing the original, and the response date will change

Dear Sirs,

In regards to your query, I am interested in communication between the Justice Ministry and Archives NZ as it relates to compliance, auditing of records, and guidance to improve record-keeping.

You're possibly aware that the Chief Archivist commented in December 2015:

"Public offices need to be aware of their responsibilities under the Act and to fulfil them. Low levels of recordkeeping maturity indicate that some public offices are not effectively managing business risks or ensuring that records are created and maintained to enable government accountability."
