Dear Mr Hubbard
Thank you for your email dated 29 March 2017, in which you made the
following request:
· In what year or years did your organisation under whatever
current name acquire the land in Onehunga and Te Papapa now designated
part of the proposed Avondale-Southdown rail corridor?
· How much did the average residential section or small commercial
property cost then?
Your request has been considered under the Official Information Act 1982.
With regard to your first question, KiwiRail acquired the land in stages
between 1950 and the 1980s. The centreline for the Southdown Avondale
line was declared by Gazette Notice in 1985.
We have interpreted your second request as also referring to land proposed
for the Avondale-Southdown rail corridor.
We are refusing this request under section 18(f) of the Act, as the
information cannot be made available without substantial collation or
research. Our reasons are given below.
KiwiRail holds separate files of information about each piece of land
purchased, but does not hold information about the average price. Due to
the age of the acquisitions and the length of time over which they
occurred, these are now likely to be held by Archives NZ.
To find the average price, we would have to:
1. Identify the historical acquisition files, both in electronic and
paper form, which could be relevant to your request. Please note that we
have many thousands of property files.
2. Recall any external files which may contain historical purchase
information.
3. Receive the files from Archives NZ, match these to the Gazette
Notice and determine which files are relevant to your request.
4. Search within each of the relevant files for the settlement value
at which the land was purchased.
5. Complete this process for all land in the potential corridor,
adjust for the passage of time and determine an average value.
We have estimated that these tasks would take one person more than 500
hours, plus the time of people working in the external records archive.
Anyone dedicated to this work would have to be a Crown land property
expert. As our Property team is already fully stretched, finding this
information for you would disrupt our normal operations substantially.
We are sorry to be unable to give you this information. However, if you
would like to know the price of a particular piece of land, we would be
pleased to provide it to you.
