Dear Mr Frank

 

We are writing in response to your request dated 17 January 2017, in which
you ask for the following information:

“Can you provide the latest cost estimate for the completion of the
Southdown - Avondale Link?

 

Can you please clarify whether that estimate refers to a single-track or
double-track line and whether it includes electrification or not? “

 

Your request has been considered under the Official Information Act 1982
(the Act).

KiwiRail’s provisional cost estimate for the completion of the Southdown -
Avondale Link is $1 billion. This amount assumes a double track railway
but does not include the cost of electrification.

 

If implemented the Southdown - Avondale Link will enable north to south
freight flows to NorthPort at Marsden Point.  However, the link would
require a major upgrade programme to be undertaken on the North Auckland
Line, which is in a poor condition, in addition to the construction of a
rail connection through the Auckland isthmus.

 

No date for the construction of the Avondale -Southdown Link has been set.

 

Under s28(3) of the Act you have the right to complain to an Ombudsman
about this decision.  Please refer to [1]www.ombudsman.parliament.nz for
more information.
