Dear New Zealand Defence Force,

Under the Official Information Act 1982, I request the following information surrounding the execution of the dismissal of the Royal New Zealand Air Force's Air Combat Wing in 2001.

Where 'all documents' is stated, this pertains to any material, either digital (emails, memos, intranet pages) or written (orders (routine or standing), memos, notices).

Where 'all squadrons' is stated, this pertains to any squadron contained within the Air Combat Wing, and also the wing itself.

Where 'members' is stated, this pertains to the persons contained within the New Zealand Defence Force.

1.0 - Planning documents
1.1 - All documents detailing activities pertaining to the closure of all squadrons
1.1.1 - Further, all documents detailing the actions to be undertaken by all squadrons in the cessation of operations
1.1.2 - All administration orders and logistical documents surround the removal of squadron assets and materials.

2.0 - Post closure documents
2.1 - All reports made by any member of the New Zealand Defence Force evaluating the closure of the Air Combat Wing.

3.0 - Other documents
3.1 - Any documents made by any intelligence unit within the New Zealand Defence Force regarding the closure of the Air Combat Wing
3.1.1 - Further, any documents provided to the New Zealand Defence Force by any other agency of government evaluating the effect that the closure of the Air Combat Wing would have on the military relationship of New Zealand with other nations/organisations
3.2 - Any documents that informed/notified members of the closure of the Air Combat Wing.
3.2.1 - I have particular interest in the following correspondence: from the Ministry of Defence to the Chief of Defence Force (CDF), from the CDF to the Chief of Air Force (CAF), and from the CAF to CDF.
3.2.2 - I also have particular interest in the documents that initially gave closure notice to all members of the Air Combat Wing.

I understand that there is a lot of information to be sorted through, and that this information could be archived. If there is a need under the OIA to extend the timeframe required, I expect you to notify me.

The due date for this request, under the OIA is the 28th of March 2017.

I am a New Zealand citizen currently living in New Zealand.

Dear NZDF,

Further to my prior email referencing the now overdue Official Information Act request that I made on 28 FEB 17, I wish to inform you that this has been referred to the Office of the Ombudsman.

I am disappointed that the New Zealand Defence Force has not even acknowledged the email I sent on May 16, alerting you to the now overdue request.

Please refer to your email of 1 March 2017 requesting, under the Official
Information Act 1982 (OIA), information about the disbandment of the Royal
New Zealand Air Force’s Air Combat Force.
 
Documents have been located that will be released to you in Annexes under
the broad headings of Orders, Planning, Reports and Evaluations.
 
In checking the correspondence, it is apparent that, despite the extensive
search of files from the period during which the Air Combat Force was
being disbanded, not all correspondence has been discovered.  Section
18(e) of the OIA must apply to the provision of further correspondence in
that it either no longer exists or, despite the efforts to locate it,
cannot be found.
 
Redactions will be made to protect individual privacy under OIA s9(2)(a)
and pursuant to s6(b)(i), to avoid prejudice to the entrusting of
information to the Government of New Zealand by the Government of another
country.
 
You will of course retain a right, under s.28(3) of the OIA, to ask an
Ombudsman to review the response.

After a prolonged search and the review of approximately 40,000 pages of
records, some of the documents you have requested have been assembled and

Jeepers, that's a tonne more work than I thought it would be - I've made sure to thank them in my private email to Ministerial Services.

If anybody else wants a copy - I'll eventually get around to doing a scan of the documents, so if you flick me a message I'll send them over to you. I'm sure alternatively you could also message NZDF Ministerial Services to also send you a posted copy.

I'll make sure to make another annotation when I receive the documents to let you know how well they've fulfilled my request.
