According to https://www.nzpost.co.nz/about-us/media-... there is a target of 95% of mail (i assume this is referring to letters as well as parcels) being delivered within the target delivery time. I realise the target delivery time is not a guarantee

Since the changes to alternating delivery days in July 2015 i am requesting information on the number/percentage of parcels that are NOT delivered within delivery target guide.

The request includes any information that is available on untracked parcels/letters as well as tracked letters/parcels.

I would like the information broken down monthly but if that is not possible then quarterly would be preferred to see how it is affected by Christmas and the closely surrounding public holidays. Broken down by type as well (untracked/tracked/courier), and major centres/urban/rural.

Dear S Wells,

 

On 11 January you requested New Zealand Post figures about the
number/percentage of letters and parcels that are not delivered within New
Zealand Post’s delivery target guide. Your request included any
information available on tracked and untracked letters and parcels, broken
down by:

·        month if possible or by quarter if not;

·        whether the product is untracked, tracked or courier; and

·        major centre/urban/rural – we understand this to refer to the
destination of the item.

 

Letters

 

New Zealand Post engages TNS New Zealand to conduct an independent survey
of our letter delivery performance. These results are reported each year
in our annual report. The most recent annual report (for the period from 1
July 2015 through to 30 June 2016) is available at:

Note that the results report the percentage of items that are delivered
within the target timeframe.

 

The table below provides a monthly/quarterly breakdown of the TNS results
for the period from July 2015 through to November 2016. The TNS tests were
conducted monthly between July 2015 and January 2016. From February 2016
the tests were conducted quarterly in February, May, August and November
2016.

 

Please note that all letters are untracked.

 

You have also requested a breakdown by major centre/urban/rural. As noted
above, we understand this to refer to the destination of the item. The TNS
survey involves letters being sent to a sample of New Zealand Post’s
customer base across a number of different origin/destination
combinations. It does not include any items being sent to rural addresses.
The results are then weighted by product distribution and by volume
distribution between different locations to produce a national result.
 The survey is not intended to provide New Zealand Post with information
about its relative performance in major centres versus other urban areas
and accordingly we do not hold weighted information broken down as you
have requested. We are therefore declining your request for a major
centre/urban/rural breakdown in accordance with section 18(g) of the
Official Information Act.

Untracked parcels

 

New Zealand Post does not collect information about delivery performance
for untracked parcels. We therefore decline your request for this
information in accordance with section 18(g) of the Official Information
Act.

 

Tracked Parcels (including courier items)

 

We regard information about our delivery performance for tracked parcels
(which includes all courier items) as commercially sensitive.  New Zealand
Post is the only participant in the parcels market subject to the Official
Information Act.  Service performance is naturally a focus in this highly
competitive market, but we are not aware of any other delivery company
which publicly releases information about its parcel delivery performance.
Releasing the information that you have requested would give our
competitors information about us which we do not hold about them. We
believe that this information would be used to gain a competitive
advantage over us which would prejudice our commercial position.

 

We must balance the public interest in disclosing information with the
need to ensure we do not prejudice our commercial position.  Therefore, we
are withholding delivery performance information about tracked parcels in
accordance with section 9(2)(i) of the Official Information Act.

 

I note that you have the right to write to an Ombudsman seeking an
investigation and review of New Zealand Post’s response to your request.
