It looks like NZ Police has completely ignored the two parts of this request that did not ask for the reports themselves.
Though the reports may not exist yet, there has surely been internal communication about the cause of the delay. And if this technical fault has been fixed, as they say it has, then the raw data that has been requested also exists. So refusal of these parts of the request under s18(e) is clearly not justified.

I refer to your Official Information Act request of 30 November 2016.
Police are intending to cover off the two matters that you consider are
outstanding. Police are considering this currently and it will take some
time to research and review the information sought.
Pursuant to section 15A of the Official Information Act 1982, I advise you
of the requirement to extend the time limit to respond to your request.
The period of the extension is until 20 February 2017.
The reason for the extension is that the time required to research and
collate the requested information, and for the consultations necessary to
make a decision on the request, is such that a proper response cannot
reasonably be made within the original time limit.
You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.
